CPU: AMD Ryzen 7 3800x 3.8GHz-4.7GHz
RAM: 16GB DDR4 3400MHz
Games I would like to stream on Twitch are something like: GTA, Rainbow Six Siege, Battlefield 1/5, Call of Duty.

Argument for the RTX 2060 S would be Raytracing, otherwise I would also resort to the RX 5700 XT.

amd is currently technically good price / performance
and the 5799xt is my opinion really cool map. But would still wait for a few new designs with better cooling
