You can do this with any good video editing program, e.g. B. With shotcut. To do this, use the "Rotate and scale" filter.

Set a keyframe at the beginning of the rotation and also at the end of the rotation, so that the picture rotates on its own.
That is the point of keyframes and allows you to animation.
