PC for streaming / video editing?

I found a PC and wanted to ask if the components were enough to start with.

I stream from the PS4 so the PC should only receive the image of the capture card and be able to go via OBS Live as well as video editing, maybe Premiere or something in this way.

So if you want to play any AAA titles on the PC next, you should upgrade the GPU a bit and possibly more ssd memory. So far, the CPU is sufficient for gaming and streaming. However, if you want to render a little faster when editing video, take a look at the ryzen 5 3600.

So yes, as I said for what you described there, the PC is enough, but if you think for the future in Shadow of the Tomb Raider, the rx 580 will reach, for example. An average of 56 fps in FHD, if that's enough for you, it's completely okay. (in e - Sports titles like cs go well over 100)
