Are you sure you only have 1Mbit / s Up? Most of the time the 16K lines have 1.6 Mbit / s up, I even have 1.9 Mbit / s up on mine.
1080p30 with a 2500 bit rate is fine, but it also depends on the game. I would recommend you to stream in 720p30 with 2000 bitrate. This will keep your stream stable. Only 2500 bit rate in 1080p can look very muddy.
How should he stream with his 2000 bitrate if he only has a 1k line. To be completely honest, I find it almost impossible to stream with under 3k upload. Personally, I use 30k bitrate for videos upscaled to 1440P and 20k bitrate for streaming on youtube. The whole thing is even more difficult if you want to stream online games and have hardly any bandwidth left.
