You will hardly have a fixed IP in Germany, so don't panic.
If in doubt, a router restart is enough.
Otherwise you can't be permanently banned because there's no way to clearly identify you.
IP ban is usually permanent unless otherwise stated in the ban report. Just punishment, however. Stop trolling and don't piss off other people on the internet
Edit: as the other one also wrote, the IP change here in de very easily by e.g. Restarting the router and is now also very easy to get.
