Do you know a Discord bot that can do that?

I'm a little Twitch streamer and would like to encourage my viewers to create clips.
My current idea would be that you can like the clips that are posted in my clip channel on Discord and at the end of each month the best clip is somehow awarded. How exactly I don't know yet, but first I need a way that people can like clips.

Unfortunately, the standard responses are not that reliable.

May I ask you how many followers do you have on Twitch?

I would have to trust that people always do that. I would really like to see that captured correctly.
