Short version:

Which GPU + CPU do I need for the following:

2 monitors. One just for chatting on Twitch, the other for gaming. 25 inch 240hz IPS panel. (FPS are more important to me than wqhd or similar)

+ Twitch Stream via OBS.

(My idea: Ryzen 5 5900 + Radeon 6800. Is that the sweetspot, or too much power? Maybe even too little?!)

You should be pretty well served by that, even in a few years! Nevertheless, I would rather go for the ryzen 7 3700x, which is cheaper and has enough power!

You don't need that many threads for games, with the 5800x all cores are on just one CCX, which should be even better for gaming thanks to the low latency.

Whether you achieve> 240 fps in games depends on the application, the resolution, the settings and the scene.

I wouldn't recommend the 5900 to you, it won't do you any good in games.

A 6800 for FullHD is of course borderline (I assume FullHD if you say WQHD is not important to you) but at least in many games you are no longer bound to the GPU.

I like to be a little overpowered instead of being at the limit. Is the 7 3700 also overpowered or does it fit exactly?

Zen is a chiplet design, i.e. The CPU is composed of several modules.

With Zen 3 there are up to eight cores on one CCX core each, the cores are connected to one another with an interposer.

I.e. With more than eight cores, the communication between the cores on the other CCX cores must be routed via the interposer, which takes more time than simply using the shared L3 cache of the CCX cores.

Latency influences time-critical applications such as games, but is negligible for parallel workloads such as rendering, decoding or encoding.

Just read the first part, sry. So yes, FullHD is enough for me at 25 inches due to my high FPS requirements. The Radeon 6800 is good here, or do you recommend something else?

And regarding the processor, I have made a mistake above. I was thinking of the ryzen 5 5600. What do you think of my claims?

As I said, the card will not be challenged in most games in FullHD, i.e. Your CPU then limits when it does that, I can't tell you. This is not fixed, it depends on the application, the settings and the scene. There will be games in which you are well beyond 240 fps (in CSGO, for example, you will achieve over 500 fps) and others in which this will not be the case.

So I mean at the limit would be a 6 core such as a ryzen 7 3600 which is also sufficient, the 3700x with its 8 cores is already a pretty good processor! But if you have enough money buy the Ryzen 5 5900x
