Is there a way for OBS to stream Twitch and YouTube simultaneously WITHOUT having to open OBS twice?
If you stream on twitch, you can't stream to YouTube at the same time. This violates Twitch's ToS and results in a PermaBan.

That's not quite true… Can I show you where it stands in the ToS.
As a twitch partner you have it MOST in the contract that you are not allowed to, see eg. Montana Black, Gronkh.
HandOfBlood, PietSmiet and ApoRed streaming respectively streaming on both platforms simultaneously.
If you are not an affiliate partner or a regular twitch partner, you may stream on both platforms. But as soon as you become a partner, you should first clarify everything with Twitch to adjust your contract.
