Spectators on twitch are simply banned?

A spectator of mine was simply banned for 30 min without doing it, nor have any mods

he just wrote sweaty round xd

but if I write in / unban (name) it says that he is not banned.

Maybe he just has a bad internet connection?

Then he said he was banned.
