Why is Twitch charging slower than Youtube?

Today had to watch someone 4 hours in 360 p sometimes even in 160 p so dissolution and that was sometimes full of agony you could soon see nothing of the game. Stream was over then I'm on Youtube geswitcht and lo and behold it charges liquid at 1440 p. How can that be can anyone help me there?

Normally have a 50k line to shock times but not much of it.
