Twitch is now more discreet and banishes people who play GEMA music from the platform, how is it now on YouTube? Can I still legally stream copyright music there? (The stream will then be set to "Not Listed" as soon as the stream is over. I could add the song name + artist at the bottom of the stream if necessary.)

And to publish a piece of music, you need the corresponding license from the musician.

Calling the name doesn't do anything. Without a license, it remains illegal.

No you may not but if you do there's no penalty but the money you would earn from your video will be passed on to the musician for using his music

If you (or the platform) do not have the necessary rights, you have never been allowed to.

Why "still"? The legal basis has not changed much so far.

[The new EU directive (keyword "Article 13", etc.), which was adopted in 2019, has not yet been implemented in national law. Besides, it's not about not being able to upload more things that you were allowed to upload before. It's more about the fact that providers like YouTube should be held more responsible. Even before that, you couldn't just use music for your videos without the permission of the authors.]

If you use the music in your published videos without the author's permission, you are violating copyright law. (Unless there's an exception, such as the right to quote, but this is probably not usually the case.)

It doesn't matter whether you name the author or not.

And then putting the video on "not listed" does not make the whole thing legal. First of all, you probably streamed it publicly beforehand. Secondly, videos that are not listed are still publicly accessible (just not so easy to search for). If so, you should at least set the video to "private".

Maybe the streamers have the permission of the respective creator. (Or if the rights of use were transferred to a collecting society such as GEMA, you may have registered the use there). Then of course you can use the music.
Perhaps an unauthorized use has not been noticed by the respective authors or the authors do not care. (No plaintiff, no judge.)
Perhaps one or the other streamer was warned / punished accordingly, and you simply did not notice this, since the streamer may not necessarily have to bind everyone to the nose.
Even if one or the other streamer should have violated copyright law without consequences / penalties (for whatever reason), this does not mean that a corresponding violation of copyright law is permitted and you can do it that way.
