The report occurs automatically as soon as you register a trade. The tax office will then approach you or be informed about it.
You not only need a business, but also your tax number.

Naturally. As soon as you achieve a profit intention, you have to register a trade, which you do with the affiliate. You have to register a trade one way or the other, legally speaking.
Pay taxes, but not mandatory. § 19 UstG.
If you don't want that, then you have to make sure that you do not generate any income with your streams. Means: No donation button or other financial support & no registration for the affiliate program.
