Because the affiliate program is actually just a major marketing scam & most affiliates will never break the $ 100 mark, but until then everything is just profit for Twitch.

And what is of course kept secret: You need a business as soon as you are an affiliate & you also have to report the income to the tax office. If you don't, it's tax evasion. Conversely, this means in turn: You have to be 18 years old to participate in the affiliate program, if you do not want to commit a criminal offense.
Because in DE you can only start a business at the age of 18.
