I started streaming on Twitch recently, but you can't change the resolution on my stream. Some streamers with 20 followers can, but others with 30 followers can't. Now my question are there any prerequisites for the streamer to unlock this?
Well, I mostly stream for under 10 viewers, why should you have a different resolution. (PS: streaming via OBS)

It depends on which server you catch. In general, however, Twitch partners are preferred for this function.

You can put that down yourself on twitch, i.e. Stream liebver 1080p and they should set up as it suits you, but if you stream on 480p the viewers can't switch the resolution higher.
That is exactly what it is, the viewers can't lower the resolution. But just look in 1080p
Can't you just stream in a lower resolution? This works e.g. At Nvidia Shadowplay. Then it doesn't really matter that you can't change the resolution in the stream
Being an affiliate / partner helps.
This is because you are streaming in 1080p and the transcoding is not available to you as a non-partner.
Then you have to lower the resolution to 720p
