I occasionally stream on Twitch, but I often have problems with the quality. I'm streaming in 720p at a bitrate of 3000 kb / s.
So I wanted to ask if it could be due to my internet connection or my hardware.
Should fit at 30fps. Believe even 60fps at 720p are possible. Are then about 66 MB / min.
The upload should actually be enough. 3000 kbits ultimately means 3 Mbits and you have 11.
I always found that confusing, but these are not MB / s (megabytes per second) but mbps or mbit / s (megabits per second).
Since 8 bits are a byte, you only have an eighth MB / s, in this case about 1.375 MB / s.
Unfortunately I can't tell you if that's enough for streaming because I don't know myself that well.

You stream with 3000kb / s = 3Mb / s
3Mb / s <11Mb / s, so yes
By the way, MB / s and Mb / s is a difference of 8! (8b = 1B)
Yes fits but 11Mbps is not 10 MB / s just for information.
