Play and stream over this PC possible?

I think my question has been posted in this way X times before, unfortunately I do not have the know-how to compare the hardware from the other questions with mine in order to answer maybe even my question.

Although I understand that this site is made to ask questions but just try if there's no double question to ask. In this case, as I said, I unfortunately miss the knowledge and the real experience, but long story short Sin I'll start with my question.

As you can see in the title, my question is about streaming. I would like to know if my current PC is going to run games normally and still has the capacity to upload a "good" stream.

Hardware:

Processor: AMD Ryzen 5 1600X

Motherboard: ASUS PRIME B350-PLUS

RAM: 16GB (2x 8192MB) Crucial Ballistix Sport LT DDR4-2400

GPU: Sapphire Radeon R9 290

I believe these are the most important for the stream hardware component, but if something should be missing to answer the question or to give me tips on what I can / should replace, just say and I rich it.

I do not want to play the games on Ultra settings and run a 4K stream. It is enough if people recognize something and my computer does not burn. So a 720p 30-45fps stream.
Because I can't play a game on Ultra settings, that's why I'm aware of it.

If the PC but front and back should not be enough to do both, I could still dodge and try to get used to the control of the Ps4. Because then I would simply use the PC as a "streaming PC" and use the Ps4 as a gaming platform.
Have also heard of some that this probably anyway the best idea should be seen in general, but I'm used to mouse and keyboard for years and break me at RocketLeague already the hands regarding controller.

Streaming works with almost any PC, but then the performance is not so nice. I would recommend you to get an elgato capture card and ready.

For streaming at 720p and 30fps, the rich, tu should simply limit the FPS in the game that you then have less CPU utilization

So you're using Plan B. Pc as streaming machine and switching to console? Had me in advance, an AVerMedia Live Gamer HD Lite shot very cheap on eBay (50 euro) would be enough or should it be better the Elgato?

You can use the capture card to my knowledge on the PC and record with a 2nd laptop or something (the second device does not have to be suitable for gaming and really does not cost much), however, you would have to install a capture card at nem 2nd pc:
