What's the name of this black flacer in the screen 0:15 and 0:18? (My not the twitch effect)

I see this effect very often and I would also be happy about a general name of the effect.

That's just a flicker effect.

Make over the video a new video track and put there a lot of black pictures, always a few frames long with 1-2 frames apart.
