Twitch quali runterregeln?

I've often seen lately that I can change the quality of many streamers where they have no partnership. How could I change that as a streamer also that one can put down the quali?

Sometimes it's just a bug, sometimes I can change the quality even though the streamers have no partnership. After a refresh of the page that is actually always gone. If that has a deeper reason, I do not know him.
