I'm watching a streamer who is talking about Montanablack, which is now banned for 30 days or so. I think I heard once that the names of banned streamers are not allowed to be mentioned on Twitch. Is this right? Or does the mur apply to shown video recordings etc from banned streamers?
No, that's not true, FlyingUwe is also banned on Twitch and Monte himself mentioned him in the live stream.

I don't know where the rumor comes from not to mention banned streamers. This is wrong. One may very well mention them.
What is not allowed is: Allow banned streamers to appear in the stream.
I.e. You should not show any image or sound material in which the banned streamer can be seen or heard. This relates to the following rule:
Note on participating in streams: If a user appears on a third-party channel while they are blocked, this may result in the blocking of the channel on which they appear.
