Streaming / gaming pc?

So my question is very extensive and I would like to play on my playstation in the future and at the same time stream on my PC on twitch.

The PC should also be able to cut and record videos. (Youtube)

How many euro should I expect for the PC?

What must the PC definitely have and what would be an unnecessary luxury?

I definitely want to come across as qualitative and professional.
