Relatively low bit rate for transmission.
But clearly, the quality may suffer. Of course it depends on the absolute values.
Stream in low resolution with a low bit rate. A lower resolution only needs a lower bit rate, which is also good. Just try whether you can stream in 1280x720 with a 3000 bit rate in x264. If not, go down to 2500, etc.
