How long does it take until you are 13? Because I would recommend starting then. It would be a shame if you start building something and in the end someone finds out that you are only 12 and your channel could be blocked. Otherwise, you would probably have to live with lying to your viewers and saying you are 13 if you can make sure that doesn't happen. There are also reasons why it is 13 and over - unfortunately there's also the negative side of Twitch, with people who want to annoy you and you have to have a tough tank every now and then not to let it get to you.
