Objectively speaking, a gaming PC is best without discussion. However, this is also the most expensive and you should have a little idea what to buy.

A console is sufficient for the average gamer and is perfectly fine. Price / performance is not bad.

Basically always a gaming PC first. If, however, the main focus is on gaming and the hardware price plays a role (which I assume here), then you have a much better price / performance ratio with the consoles.

A few months ago I put together a new work and gaming PC, which then cost over 4,000 euro. That's eight times as expensive as a Series X or PS5 with a drive. I'm super satisfied with the PC performance, but the price is in no relation to the performance when you compare it with the new consoles.

As a console, I would (first) always use the XBox, especially BECAUSE I also play excessively on the PC and the XBox ecosystem works across systems between the two platforms. I can use the Gamepass Ultimate on both systems, can continue to use the same Save Games on the other platform, the entire XBox Online ecosystem / infrastructure simply works unrivaled, especially if you (like me) primarily play online games.

Just great in connection with the Gamepass, especially since the developer studios at Microsoft have grown to 23 and all the games that we will see in the coming months and years land in the Gamepass right on the first day of publication.

I'm very happy that MS made such a smooth transition from the XBox One to the Series S / X. I can just keep playing without having to worry about whether the XBox One games are running on the new console and in most cases they run nicer / better and / or load faster.

Despite the gaming PC and XBox, a PS5 will follow at some point, but interesting exclusive games will have to come onto the market and the console needs a revision (smaller, quieter, cooler, please). Of course, games are always a matter of taste. With the typical Sony "3rd Person Single Player Action Adventures" you can usually hunt me down. With Japano / Anime games anyway. But as I said: a matter of taste. One taste is not better than the other, but at best it is different.

So in short: Generally gaming PC is always a priority, but if you spend less than 1500 euro on a (self-made) PC, then you better delete the word "gaming". Then you are clearly below the new consoles in terms of performance. From 2000 + € it starts to get interesting.

You can play on PC with a controller AND keyboard and even with a lot more FPS and significantly better graphics… I don't know what is more fun. But my PS4 is only standing around in the corner since I got my 2080Ti with Ryzen 9. The PS4 can't keep up with that

And regarding modding… It's not about cheating in games. It's about modded single or multiplayer. Let's take GTA as an example. If you don't feel like playing the 12 year olds in online mode, you can still go to the RP server or mod single player. This is not "for people who can do nothing". Just because you have no idea how a PC works, you don't have to hype a console that can't do anything
