Xbox Elite Controller keeps going off?

Got the Elite 1. It either goes out a second after connecting to the console or it takes up to 30 seconds. What can I do about it?

Tried another controller. It didn't start normally although it's never had a problem. If you kept the button pressed, it flashed as long as you held it.
And when I restarted the console, the xbox logo appeared on the television after many seconds. Now I can't pair the elite either.
