Sounds like you're setting up the account yourself. So it's worth a try. Why don't you just buy membership with a key? Is cheaper than in the MC Store.
I've only ever had the same error… On 360 I can redeem it but everything is "converted" into money for whatever reason, so gamepass is worth 10 euro or something similar
