Windows 10 Xbox Live Parental Controls?

I have a problem with my Xbox Live account.

And indeed, almost all features in the games are blocked. In Forza Horizon 4, I can't play online or take slides / tunings from other players: "This feature is blocked by the parental controls of Xbox live"

Had I locked something there, I would certainly know that. I tried all sorts of settings and trying to create a family did not work. Does anyone know what I can do?
