Since there has been a major Call of Duty update again and I can only download repeatedly with max 15Mbits, I wanted to ask whether there's a speed limit in the download rate or is it something else? (Usually my download rate is 80 to 100Mbits)

They announced this because they want to protect their networks from severe congestion. The same problem is there when you want to select custom player pictures on the Xbox profile - it is not possible at the moment because it is also related to this. Protect against overload.
