Can you create a microsoft live account without xbox 360 to play older games on the xbox one & if so how?

I have an xbox one. And to play old games online and offline i need a microsoft account (xbox 360).

Is that possible? Is it possible to register on one of the websites?

A Microsoft account you need synonymous but on the one if you are online? This is linked to your gamertag and secures all data in the cloud.

Thus, an alternative 360 account is unnecessary and not feasible.
