I would like to have DLCs for older 360 games, but there's no connection to the servers. How can I still get to it? Can you download the any and install by usb stick or something?

Well, my research shows that as the game WWE 13 was programmed by a development team, but went bankrupt, all DLCs have been removed from the Marketplace. Even the video game itself is no longer available on the Xbox Marketplace for purchase as a Digital Game.
The only way to download the DLCs is to go under your account and check out the download history. - Assuming you had ever downloaded the DLCs back then…
In other case: Is there no possibility anymore to get the DLCs of this game? Only game data from 360 games such as "title updates" (that is, general patch updates found under the memory settings of your console of the respective game) can be used by any account, that means they are not necessarily account-bound, like digital games, DLCs, or memory data of the games…
