Looking for recommendation for xbox one game?

I'm looking for games in which you can achieve something, e.g. Build cities or the like. Where you notice that you are progressing and things change in the game, I find something cool. Does anyone know of such games and can I recommend something there?

Build cities? Cities Skylines could work. Slight mod support is included and from cheap creator content to the slightly more expensive DLCs almost everything is included. For paid DLCs, Sunset Harbor and the Winter DLC are recommended.
