Many Bluetooth headphones also offer wired operation in addition to Bluetooth operation. You then have the option of listening to music with a Bluetooth device even if the headphones are not charged at all. I.e. Can I then plug my headphones into a cell phone via the jack-jack connection and listen to music.

Yes, the supply is sufficient via cable operation without any problems. Another problem that would arise is that every manufacturer does their own thing with their 3.5mm jack connector and usually only the cable supplied by the manufacturer actually fits into the plug, be it a twist or plug mechanism.
