I know the questions sound stupid, but please read it through.
I bought Vice City for the PC this morning, my boyfriend has a laptop from 2006, Windows7, no gaming part… There's not much time between 2003 and 2006, so it could get pretty close right? Would like to play with Grafikmod.
My laptop is pretty new, Windows 10, not a gamer laptop but just new and fast, but gta5 would not work on it, for example.
And most importantly, can you easily install a 16-17 year old game on Windows7 / windows10? You can't easily play any Xbox game on the Xbox one…

You can check the system requirements of the game if the laptop is sufficient.
And yes old games can also run on newer operating systems
Depends on the system architecture… But basically you can work with an emulator too…
Would you like to play "Vice-City" on your friend's old laptop, or would you like to play it on your own (new) notebook?
Please mention in advance the tech specs of both notebooks in your own words.
Important are each CPU, graphics solution and amount of RAM of the two notebooks.

On my old PC with:
- CPU = AMD Athlon64 x2 - 5200+
- RAM = 4 GB DDR2-800
- Graphics = AMD Radeon HD 3850 - 256 MB
- Operating System = Windows XP x86 (32 bit)
GTA Vice City delivered in a high preset @ 800 × 600 (resolution) as liquid as possible. Graphics mods would not cope with my old PC with the mentioned hardware in this game but guaranteed.
