In terms of performance, you don't really need to worry. The resolution is limited to a maximum of 1440p and later titles will certainly be adjusted in terms of the frame rate.

Both the console and your TV both have an upscaler that upscales the picture to a reasonable 4k. So yes also with a Blu-ray which itself offers a maximum of 1080p.
What the console does, however, is the following. Due to the weaker performance, many details are given a kind of soft focus. This may create your impression.
What is also possible that your TV is not that good. In particular, cheap LED TVs with a cheap 50/60 Hz panel often have problems displaying a fast console image cleanly. This means that the image appears blurred, unclean and less fluid when imported quickly.
If you are unsure, I recommend you to watch the following videos to see if it matches your experiences. But when looking at it, be sure to use the app on the TV for 4k resolution and not look at the smartphone.
