What you can get out of hardware and an engine is a question of experience and knowledge / know-how anyway budget, team size and time. And to a certain extent also simple planning and concept around both art style and world design. There's simply no answer to that.
That would explain the instability, but I mean why it is that a newer game, for example, looks "uglier" than an older one
