Do I understand the question correctly? Are you considering which of the consoles you want to connect to the TV? Answer: HDMI switch, so you can do both.
If instead you are considering which of the two consoles you want / want to buy, then make a gut decision or which Exclusive titles you prefer on which console.
I have advice. Take a PC and a monitor that is suitable for gaming. A television is made for films, not for gaming.

Just get both, if your TV only has an HDMI connection, it is half as wild. The Xbox One consoles (all types) have an HDMI connection. This allows you to route signals from the PS4 through the Xbox One to the TV. However, the Xbox One must be switched on and you must start the One-guide app, which is responsible for the HDMI connection.
I personally prefer to gamble on Xbox, but if you absolutely want to have a PS4 too, just get it, provided you can afford it. Simply gamble on the console that suits you more, can also be a PC or even a smartphone. No. You can connect a mouse and keyboard, but since only a few support them, this is not really necessary.

Thanks to Feesync and game mode, the input lag is not noticeable and quite honest, on a 4k, HDR with a 138cm screen diagonal, the whole thing looks great too.
