No, because PC has an advantage, it will probably be bad when to play ps4 / ps5 with Xbox. But that would still take some time
I doubt letting people with controllers play against people with a mouse and keyboard. Those with controllers would be clearly at a disadvantage, it would be pretty unfair.

As far as I know, Xbox players can only play with PC players if the PC player has purchased the game via the Xbox Game Pass or via the Xbox | Microsoft Launcher.
