Would this PC be better?

Both can basically be taken nothing except the basics… So office, browser, email ect.

if you want a good, new pc, the costs like 500 euro for a cheap everyday device. You can save yourself that.
just do not be surprised if the mill is turtle-fast and helicopter-quiet! For a small handful of dollars you get nothing.
Unfortunately, I only have 200 euro. I'm 14 and it takes forever until I have so much money. I could maybe get 300 euro together until Easter. But I want to have a PC by then, that would be better for the school.

Windows 10 is missing here, however. Here you have a current processor generation and an SSD, which compared to a HDD should lead to a very noticeable increase in speed.

If you are not allowed to buy anything online, ask your parents or friends if they buy it for you.
Especially if you have little money, it makes sense to search a little longer to find the cheapest offer. 179 euro are definitely too much for this PC. You get that for half as well. And then you have enough money left for a SSD. Incidentally, a 120MB SSD is enough to speed up the PC. Of course, 240 would be better.
