Can I still play gta on it because the seller at Saturn said that it would only work if I had the game beforehand

Or can I get the cd as normal and then play it before it comes out for series x
You can buy the Xbox version of the game on CD, then slide it into the Xbox Series X and start playing.
If you bought GTA on PC from the Microsoft Store then you should have the game on Xbox too.

Unfortunately, you have to be disappointed, you'll have to buy the game again for the Xbox.
Since it's not available in the gamepass doesn't matter?
It will be backwards compatible, so you can now buy it for the Xbox One and still play directly on the Xbox Series X.
What comes out in 2021 is a remaster version for the new consoles. Whether it gets free upgrades to new versions is always up to the developer. There's still no information from TakeTwo / Rockstar.
When switching from the old to the new generation, however, you had to pay again. Since there's supposed to be a lot of new content, I would not rule out that you will also have to pay something extra this time, if not buy a completely new one.
However, there's a French dealer who listed the game with the following note, which translates as:
"Free upgrade for PS5 if you have a PS4 version."
