I don't think Live has always cost anything, but who knows, maybe it will change when the Next gen Xbox comes out, but I don't think so

It could just be that you no longer have to pay for Xbox Live Extra but can simply buy the XBOX Game Pass and thus get Xbox Live, which in turn means that the Xbox Game Pass will probably be more expensive

The annual subscription is no longer available, so buying an xbox live gold pass is no longer worth it and if it were free, many more people would buy the xbox Series x. I don't know where the rumor comes from…
