So I connected my Xbox to the monitor but when I turned on the monitor only a black and a blue picture came What can this be?

You could try using the buttons on your monitor to choose a different input, maybe a wrong HDMI slot is selected or if that doesn't help then take a different HDMI cable from the TV or something and try it out and if that could work be that your HDMI cable is broken
