No, not all games end up in Game Pass. The GamePass works like NetFlix. Microsoft buys the rights for a title for a certain time and during this time the title is available. In contrast, Microsoft's own productions are always available.

With the new titles, however, it is one of those things (unless it is a studio that develops exclusively for Microsoft) to what extent the developers get along well with Microsoft or want to offer their games there. No, not all games end up in the Xbxo Game Pass, otherwise the Game Pass would be much too confusing and boring. Microsoft's own games, for example, are all in the Xbox Game Pass, but gradually other developers come along who want to offer their games in the Xbox Game Pass.
An example would be Rockstar Games, they have signed a contract with Microsoft. Rockstar Game games such as GTA 5 and Red Dead Redemtion 2, for example, are available in Xbox Game Pass for one year and will then be replaced with newer Rockstar Games titles. So it could be possible that even GTA 6 could get into the Xbox Game Pass, which would push the Game Pass quite a bit.
