If the console flashes when you turn it off, it means that the Xbox will only go into standby mode to be able to start up again quickly. This is because it is in quick start-up mode. It is common (rarely for a very long time) that the console needs something to shut down.
My Series S, for example, almost often only takes 20 seconds to shut down into standby mode. My One X, on the other hand, takes 10 to a maximum of 40 seconds.
