With my XBox360 controller it was the case that you needed a special receiver for the PC. It has a synchronization button, which you then have to press. Then hold down the synchro button on the controller until the XBox button flashes. After a few seconds, both are connected.

I don't know if anything has changed with the XBox One Controller.
