That makes no sense. If the monitor supports 4K then it can't have 1920x1080 resolution. 4K means that it has a resolution of 3840x2160 pixels.
He should of course have a 4K (3840x2160) resolution, the lowest possible latency and at least 60hz.

Depends on what you want. TN is cheaper but has worse colors, IPS is more expensive but has better colors. (If you meant that with panel)
