Skyrim Ralof Bug?

I'm in Skyrim on the quest: Liberation from Neugrad Fortress and all I really have to do is report to Ralof, but he is unresponsive and stands in a fighting pose and only says something like "May Talos protect you" etc. The next problem is that I play Skyrim on the Nintendo Switch and not on the PC, so cheats don't really work either. Fortunately, I saved beforehand, i.e. H. I can try the quest from the beginning until it works but somehow I'm unlucky and it always happens the same. Does anyone have an idea what could work?
