Is it possible to play locally together with two Nintendo switch lites, even if only one has a game?

We (2 people) want to play Mario Kart 8 together locally (so we're both connected to the same internet). Only one person bought Mario Kart 8. Is that possible? With the Nintendo DS, as far as I know.
