Why does not my ps4 controller connect and only blink?

I connected my ps4 controller to my phone and now it will not connect to the ps4 again. I've already tried everything, I've used a USB cable and reset the scooter. I already pressed the ps button and the share button at the same time. The controller only flashes blue.

If you plug your controller into Ps4 and then hit the Ps button, it should connect. But if it only glows and lights yellow after you press the Ps button, it's a cable that does not allow a connection from controller to PlayStation. Then I would just try another cable.
