If you want to play with consoles with keyboard and mouse, you have to install additional software (thinks only with a jailbroken console).

replying to an earlier comment, that is how it works, you can plug in your mouse and keyboard and play freely on ps4 without additional software or jailbreak, but sadly they haven't added that option into gta v yet
