Goods fraud victim / what now / experience?

I have a somewhat strange case where I'm a victim of a goods fraud.

I bought a graphics card on Ebay classifieds on 02.12.2019. The seller (a fairly young man) was friendly, polite and not pushy at all regarding the money (900 euro). Since he did not have a PayPal he wanted an ordinary transfer which I agreed to.

As a waitress, I wanted a copy of his identity card. Apart from the personnel no. He gave his ID price without any ifs and but a photocopy.

I transferred the money the same day. The next day the seller announced when he could count on the money. Shortly afterwards I received an email from Ebay classifieds that the user is now blocked.

Great… But no problem. The seller looked for me on Facebook and found me too. He apologized for the inconvenience and said that the money had arrived, but he could not access it because his bank had problems (he said he was with the N26 bank in Berlin). He also offered to repay me 900 euro if I'm unsatisfied. We agreed that he should send them off when he has the money.

On Monday, December 9th, he wrote to me that he had sent the graphics card and that he was still on the way. That is why he could Send me tomorrow. All right, no problem.

Yes and as to be expected… He has stopped responding, no longer responds to messages and now after 4 days (as long as no parcel needs to be sent in Germany) I went to the police. Since it is still a little too short for the police because of the deadline for an advertisement, the matter has been noted and should hope for the "good" in the guy that the goods will still be sent.

Since I "stalked" quite a lot of information about the guy, I was able to tell the police down to the current address and a telephone number. Give everything. And now the absurd:

The official entered the name of the seller in the database and see that the guy has often been reported for fraud. Last because of a PS4 that he did not send. Basically, a fraudster gave me everything you can find him. Completely foolish

On Monday I will go to the bank and try to get the money back. And therefore my questions?

1) Has anyone had a similar experience and how did it go?

2) Is there a chance to have the bank better book the money back if there are file numbers, previous history known to the seller, other data known to the seller, all chat processes as a screenshot?

3) there are other steps I should take / could inform the police and the bank

You can't have the money posted back. No chance.

You can only sue for it under civil law, but first you have to pay in advance. And if the person opposite has nothing, none of this will help you.
