I plan to buy one of these games.
Watch Dogs: Legion
I played through the first Watch Dogs twice and I liked it a lot. I'm going to buy a PS5. But, from Watch Dogs: Legion, I've heard a lot of criticism.
Would Hitman be the better choice?

First of all - I've never played any hitman. I hear a lot of positive things and it should also come to the PS5. However, the story of Watch Dogs Legion is almost 3x as long and Hitman 3 costs more than twice as much.
Is it really that good?
I only ask for opinions from people who are really well informed and, if possible, have played both games, as I should be precise with my money.
Watch Dogs is bad. Hitman is the better series of the two.

Hitman games are not open world games, you play in levels.

Watch dogs is better because HItman is boring
That's not true. There's no coherent world, but since Blood Money (15 years ago) at the latest, the respective missions have been on a level that practically no game can handle and in their compressed form extremely open worlds. By definition, OpenWorld is also applicable here.
